Issue du Jour: Public Meeting Hilo/Kona Building Codes

IMPORTANT NOTICE!

BACK STORY: On Wednesday, April 7, 2010, after testimony from over 30 individuals from around the island -- with persuasive arguments AGAINST implementing ordinance 0948, [2006 IECC] on May 11, 2010 -- the County Council voted to postpone implementing the law on first reading. Determined to give credence to the overwhelming concerns voiced by the public, the County with a vote of 6 yes and 2 no decided to initially postpone implementation and to hold 2 informational public meetings. They anticipate this will allow the public to hear and interact from/with the State's energy representative, Mr. Wiig, and the County's Director of Public Works, Mr. Warren Lee.

All of this is thanks to the eleventh hour request from Council District 5's Councilwoman Emily Naeole-Beason whose office introduced the measure to postpone the implementation of the energy codes from May 11, 2010 until January 11, 2011. It must be heard, discussed and voted on another time before the full impact of the postponement will be felt, but the first pass was well received by the County Council. What now?

As the county offices were shutting down for the day on Tuesday, April 13, 2010 they were receiving confirmation of the 'informational meeting' scheduled for the East side. It is less than 48 hour notice! It will commence at the Aupuni Center at 5P on April 15th, 2010! If you cannot make it tomorrow plan to attend the one in Kona the following day. And if all else fails, plan to attend on April 20th when it comes before the council one more time.

  1. I do disagree - with delaying the implementation. Portraying this as the actual 2006 IECC Code that is being adopted is wrong. This is already an adapted to Hawaii code, written by the various counties' directors and has been in force on Oahu and Maui already, with Kauai utilizing it in mid-May. The other counties don't seem to have a problem with it? Why does this county have an issue? We have some of the worst built homes out there!
    It is time that modern standards were applied.
    This new code does not disallow old-style plantation homes as some people claim (Emily, included). Maybe she should have someone read the code to her and explain it. She already voted FOR it, once before.

  2. Thank you for sharing your thoughts. It appears however even the 'energy' rep from the State was caught unawares a portion of the code which was adopted for implementation was flawed including at least one portion which was to be removed...the portion requiring insulation under the floor. During discussion on April 15, it became clear the U Factor requirements for concrete walls may also be in error.

    While the council 'in toto' may have voted for the bill, it became clear at the April 7 council meeting the majority of the council were as taken aback by the statements made by the public as those who sat in the audience.

    The fact the Mayor's Energy Commission whose sub committee was to be part of the amendment process sought to delay implementation. at least in part, because the sub committee chair testified the amendment process simply missed the 'year long' deadline.
